1863 - 1867 Issues Introduction Late in 1862 Perkins, Bacon & Company began using paper watermarked with a small star. The paper is not as stout as the paper used previously. The first shipment of these new stamps did not arrive at Antigua until early 1863. The stamps were still roughly perforated 14 to 16 but many examples show more clearly defined holes and were evidently produced after the pins were sharpened and cleaned. A one penny denominated stamp was printed for use in paying printed matter rates and as a make up stamp for other rates.
